I like in a city that provides free busses and trains to those aged 65+ if they ride in off peak hours, and it’s heavily used. This is in a city designed around cars.
Ours is pretty full at peak times. I think having it for off peak is to encourage people that can travel out of peak hours to do so, to spread the load out over the day.
Here(Moscow) elderly(65+) get free PT, period.

Ours too. Peak hours happens because everyone rushes to/from work. Pensioners don’t work, so they naturally spread out over the day.
