Martha Wells’s Books of the Raksura would fit this niche pretty well!
Bastion by Phil Tucker has a bit of shapeshiftiness going on later on in the book, and is a continued theme.
This is a feature of the second book in the Saint of Steel books by T Kingfisher. You don’t need to read the 1st to enjoy the second, but they are pretty quick and fun reads.
The Iron Druid Series by Kevin Herne has this some as the MC is a Druid that can shapeshift, but that’s not his primary method of solving problems.
