Bing is strange with IP. It hated me trying to make The Terminator but then it made a few knock off ones , but I can do Randy Savage all day.
I was able to get RoboCop closer than that but this image here I specifically asked for The Terminator as well. Guess not enough room.

Lol I don’t think Terminator is IP blocked, I think it’s blocked because the word is flagged as violent. Try asking it for T-800s.
