I really don’t know where you’re getting this from. First you say it’s tablet-focused, then you switch to saying it’s solely keyboard-focused? You can prefer Win95 UX all you want, nobody is stopping you.

It is designed for a mouse, and they don’t make you memorise keyboard shortcuts. It’s very usable. It’s not mandatory.
