In America that would likely mean that most of the people either quit to go look for a job that actually pays or ended up homeless or starving to death.
America has a lot of the individualism mindset, or people are simply too far from their families. India still has a strong sense of community, although it is slowly vanishing year by year.
A decade ago I saw people taking the misfortunate into their own homes, to give them shelter and food (temporarily of course). But not anymore, because they’re worried about theft and other crimes.
