I think you’re giving him too much credit. He’s just saying whatever will let him keep the hostilities going so that he doesn’t leave office and promptly get his ass thrown in jail for corruption.
As much as I agree that he absolutely deserves to hang for crimes against humanity, there’s no chance of that ever happening, so it wouldn’t be a factor in his decision making. Getting ousted for corruption, though, was definitely on the docket last year (hell, IIRC whether or not he should even be allowed to form a government at all while the investigation was ongoing was a question that the courts needed to rule on). So it’s really quite convenient for him that Hamas managed such a brazen, large scale attack to let him justify staying in power.
