I wouldn’t feel comfortable updating such an core package on my own if technically even possible outside Google’s gilded cage…
No need for a major update. Custom ROMs are generally updated frequently (especially if you’re using a popular ROM like LineageOS, which has nightly builds), so normally this isn’t an issue.
I guess theoretically one could also extract the ART update and make it available like a separate package, say as a flashable zip, or as a Magisk module or something, but I haven’t seen anyone make something like this, because in the past Google have always update ART as part of the ROM update, I don’t recall them sending an update for ART over the Play Store. So this would be the first time them doing so, but maybe someone on XDA would extract the update and make it available to everyone.
