Can’t tell you anything about the character, but that’s Leoben Conoy/Number Two. I guess this time around, the river of time pulled him into a different franchise.
All we really know about him so far is

He’s a Starfleet captain, his name is Rayner, and he’s poised to be some kind of curmudgeonly frenemy to Burnham.
And because Callum Keith Rennie is always great, I could not be more excited.
As long as he doesn’t kidnap some child and make Saru think it’s his.

In all seriousness I really really loved season four and am a bit turned off by the first teaser for season 5 being a CGI action scene featuring a played-out “on three” joke.
Not that any of this will change my behavior in the slightest way. Can’t wait to see everyone in the discussion threads!
Excited but really sad to see this show only getting this one more season.
Better to have a conclusion of some kind, I think. That’s a rare treat these days.
True, I guess at least we can feel good knowing we are all guaranteed conclusions with our own lives, if not with our tv shows.

I’m not caught up yet, haven’t seen season 4 so I’m not going to watch the trailer yet and can’t comment on it. However, I do think it’s…funny? That the thumbnail image for the trailer shows Burnham looking like she’s about to cry. The fact that she shows emotion doesn’t bother me but I know a lot of fans gripe about it so it strikes me as an odd choice to feature that.
